DRAFT MINUTES of the KINCRAIG & VICINITY COMMUNITY COUNCIL

Meeting held 7pm on Tuesday 10th December 2019 in Kincraig Village Hall.

1.Welcome & Aplologies:The chair welcomed everyone to the meeting. Apologies received from Cllr P Hadley

2.Minutes of Last Meeting:

The minutes from 12/11/19 were proposed by S Libeks  and seconded by A Cairns

3.Matters Arising:

Web Site:   New website up & running . Google search will be enhanced when old site removed. S Libeks will arrange removal.

 

4.Planning  & Roads

19/04894/FUL -Siting of 6 polytunnels and 2 sheds. Dalnavert

19/04897- Siting of chalet .Dalnavert.

Representations made for and against this proposal

Issues for proposal: Long established local business with proven track record, Already established in Dalnavert as tenant farmer, J.C. has previously worked with RSPB and SNH to establish Organic cattle  farm, Local employer of 1 full time and 5 part time seasonal staff.

Issues against proposal: Land proposed is on a flood plain. Concerns that recent SEPA report based on out of date data. Flooding would impact on the access road and also discharge from the septic tank. Concerns regarding noise from wind turbine and generator and also effect on surrounding habitat and wild life. Concerns regarding increased traffic at unsuitable junction to B970

Committee decision : Neutral stance , require further information  about planning application ,SNH assessment and up to date flooding assessment

2019/0347-retrospective application woodland access track , Balavil. This will be decided by CNPA planning committee.

2019/0373/PPP- Erection of 6 houses /Land 40m Southwest of Woodside Insh Kingussie.

This has a CNPA -Call in notification.

Discussion of this proposal resulted in KVCC taking neutral stance to proposal with comments regarding : Sewage drainage must be by mains in development of greater than 3 houses, concerns regarding surface water drainage and risk of flooding to land and surrounding neighbours. More information needed regarding sustainability of low cost housing model.

 

 

Business:

4.1. Ardgeal buy back now on market £238,000.This must be bought by 1sttime buyer working or living in the area.

4.2.Christmas tree now in place awaiting lights. Thanks to Balavil Estate for donation of tree and KVCC to donate £50 toward price of lights.

4.3. Senior Christmas Lunch. Wednesday 11/12/19. 63 people attending. Balavil Estate will provide refreshments.

4.4. Santa Christmas Party 22/12/19. This is for everyone in the community , all ages welcome. Hall use will be donated by KHC and KVCC will contribute £300 to entertainment.

4.5 Carol service 19/12/19 7.00pm. Mince pies and mulled wine will be served at Suie Bar following service.

4.6 Burns supper 25/01/20 . Tickets will be on sale from Sat 28/12/19 . Cost £15.00

4.7.Festive lights competition for the best local lights display. Judging from Mon 16/12/19.Results announced Friday 20/12/19 .

4.8 Cairngorms Connect . Presentation by Tors Hamilton.

New initiative to accelerate communication between SNH, Wildland, RSPB, Forestry Land Scotland and the community. They are planning local events to encourage community interaction.

Reports and Correspondence:

5.1 Treasurers Report : Total expenditure £505.14

Main expenses this month were for new colour printer, notice boards and for the new website.

Balance £642.04  Fundraised sum ,ringfenced £14,005

5.2 Thinning of the woods behind Ardgeal has caused significant disruption. Early morning noise from machinery before designated start time of 08.00 and destruction of dykes.

5.3 Highland Senior Citizens network

5.4 Zurich Insurance .They can now cover flood risk at a cost

5.5 Liz Cowie has confirmed we will be awarded annual grant of £500. This will be added to last years grant money and used to go towards buying a Smiley Face speed sign for Kincraig.
