In Attendance:G Culpan, Cllr P Hadley, T Vastano, S Mackenzie, L Mainland, K Duncan, I Ash, J Freshwater, Ashton Morris and Mr & Mrs Duncan.

Due to a failure in meeting protocol by the Zoom Meeting host S Libeks it was only confirmed by her the following day that Mr & Mrs Duncan had been present at the meeting.

With the exception of the meeting host, the Chair and remaining Community Councillors had been unaware of their presence. Mrs Libeks has since apologised for her error.

Our Zoom meeting protocols need to be strengthened to ensure that the Chair and all Community Councillors are notified in advance of any residents wishing to take part.

It is also preferable that all attendees have their audio and video turned on.

3.Matters Arising:                             

Recent KVCC comments on Bothies at Drumguish were not submitted on time and not considered by CNPA

4.Planning & Roads

20/04110/FUL – Extension and Alteration to form single house. Birchwood Croft Insh .

Old Post Office Gallery. Discussion of proposed upgrade of outdoor seating area.

Local Concerns regarding Parking, Noise and road safety were all discussed.

KVCC have suggested a local meeting with Highland Council’s Roads Dept and local representatives to walk and discuss dangers with road from the War Memorial to the Gallery Café.

Cllr P Hadley stated that one of the Aims of National Park is to make the Strathspey area an Active Travel Area. This would reduce the focus on cars in favour of alternative types of transport such as Bicycles.

It was mentioned that Cllr Muriel Cockburn is currently promoting 20MPH  speed limits for Aviemore, Kincraig and surrounding villages.


4.1. Balavil Estate will supply Christmas tree again this year.

4.2. Senior Christmas vouchers. These will be rolled out for use over December.

4.3. Lamp post Decorations. Cost £900. KVCC have decided NOT to do this, they will encourage alternatives

House Decoration Competition with prizes from Speyside Distillery and Balavil Estate

Kincraig Advent Window.

4.4. Childrens Christmas Party. Due to COVID restrictions preventing a party KVCC have agreed that K Duncan will arrange a small gift for each child of £7 /child.

It was suggested that this could be organised with the help of Loch Insh Watersports to provide a venue, they hope to have an outdoor skating rink in place by 19thDecember.

4.5. Alvie Primary School.  L. Mainland of Youth Scotland is working with Alvie Primary School to support children working in outdoor projects such as gardening and crafts. This will involve working with the local community.

KVCC have agreed a £450 donation, money that was already reserved for a youth project.
